Follow up conversations w couple of orgs with direct service organizations- Charlie's place, Maryanne's kitchen + Bread for the city.
All expressed the desire to be willing to in a situation w a different continuum of care manager- would be there for a volunteer.
Pathways to housing still has the capacity to support on advocacy front and more.
Had a conversation w Lee at Community Partnership for prevention of homelessness- coordinated access program for community partnerships on housing- going to two training for homeless information management system + coordinated access system. Allowed to observe- can have conversations after.

Have edited next version of paper by noon on Friday.

October 7 call:

Community partnership for prevention of homelessness:

Training model offered 190 non profits- just doing in take stuff. Thinking was that someone from those non profits could be an intake center. List of all non profits- 188 non profits have done 0 trainings. Could extend training to include homeless information management system- with no additional cost per training.
Used one quarter of a grant- to develop this training reschedule. Still have 3/4 of the grant un used.
Have all of the people that do the training- Erin reached out, haven't heard back yet.
Could be a great replacement for LIFT- to do the trainings, have the staff and resources for it.

Sending one pager- heard back and updated the coalition sheet.

September 19 call:

Outreach updates- Prof on campus willing to oversee, the fellowship as the service learning hours and help with editing the white paper. In human services department anyhow.
Think tank- Apple seeds network- lots of research on how to work with landowners to keep housing costs down. Potentially able to help with calculating cost to have someone managed and housed versus homelessness. They have a financial picture. Had a phone call/conversation with them, can help with the argument of how it's cost effective.
Stumbling block- heard back from Lift DC regarding training for case managers. Org is going through major overhaul right now. Willing to talk about it, but couldn't really do it right now. Might have to take them out as the specific training agency or find alternatives.

Groups to receive one pager- Pathways for housing, Appleseed, college mentor, the way home. Miriam's kitchen, one substitute for Lift DC.

Update on the white paper- spotty on the financial arguments, but going quite well otherwise. Overall, outline of gearing up and reading white paper, came from Lit review. Policy statement and proposed outcomes are very well.

Follow ups:

Add alternate folks to coalition to substitute for Lift DC- to share one pager
Share edits to Erin's one pager
Send one pager to coalition partners middle of this week- ask for edits by end of this week
Send draft of the outline
Send White paper by October 3

Updates:

- Got emails from Pathways to Housing and the Way home- already gotten back

- Success: Continue conversation with Allies and partners. Would provide training resources and estimate of costs for City Council. Bring this to the Department of Human Services. Bring to Department manager rather than Deputy Mayor. Review proposal- bring it into Mayor's plan- incorporating case managers and outreach plan into the action plan for communities & shelters. A political solution can hopefully move without a city council vote.
But, if they were to say we can't do this since it's too large and needs to go through council- existing bill that they could amend.The bill has passed multiple times.

July 5 call:

Background in to this policy:

Began with people experience homelessness- Transitional housing corps- basically an organization that has various stages for supportive housing. Had to do some research projects, worked in an after school dev program, returned to it at end of year. Did some work on Tenant rights association.

All of last year- volunteer at the Census a point in time. The point in time- name of the Census, run by a different org in every City- in DC it's the pathways for housing.

Led her to launch Accountable for All- began as a service learning project- began with a focus on voter registration. Some people were registered to vote, but wanted to find ways to get their views to a local elected officials. Have surveyed 5 of 8 wards, declining success as they've hit higher income wards. In the process of transitioning this- to Kara. Will still be involved in the data coding end of this. This was a GW Roosevelt thing itself. Team of 7 folks who were involved it. Started out as voter registration piece. Very open ended form that asks people about their various priorities in gaining access to governmental systems, and continuum of care. Send transcripts of those to the elected officials.

Dissatisfaction mainly in adult men- general trend dissatisfied with access points to the Continuum of care. Outsource to nonprofit- because nonprofits would have more access to field research. Current org doesn't have ability to run such a huge challenge. Quite a few dangerous situations- including DC general.

Continium of care- system of services that are there for income replacement, housing, healthcare,

Two big issues- 1) How can access be increased? 2) How can safety and sustainability be increased?

One building in DC- that's not public transit accessible- that's the intake point for full system.

Large focus of this project was researching what has been done in terms of a person's experience w homelessness in terms of

Community partners for prevention of homelessness- tasked with the continuum of care across DC. An external organization that was outsourced- pre 2008, there were fully city run department. Step 1- should it remain an outsourced thing? is there a public/private?\
Step 2- Access points along with safety and sustainability?

Problems- case management is a large issue. Read and learned about this a bit- using case managers at non profits as case managers for continuum of care.
People generally unaware of their status.

Intake interview- case manager entering them in to the continuum of care. Part of goal would be here to allow other orgs to also be intake point as case managers.

Pathways for housing- focused on the advocacy end.

White paper- what are all the questions that need to be answered?
- Full proposal- on how systems could and should be structured.
- Urban Institute & Poverty lab- have some great resources.

Potential timelines-
White Paper- finished and ready by December and/or early January
Begin the process
Needs a coalition together anyway.- present finished proposal through January/February including Community Partnerships. Go through the department doing the restructuring here. Accountability has been a big challenge in the past.
